I got a response from the DC... they say they are blocking nothing as far as that goes.  They've been known to be wrong before, but it would be blocked at the router if they were, so I'm inclined to believe them.

I'm trying to think what else to try to diagnose the issue, but I'm a little stumped.  

Try pinging and traceroute 208.110.68.117 and see what happens.

Can you post your routing table? On windows cmd type "route PRINT", perhaps there are some strange settings!

.117 is pointed at the same server, so there's nothing blocking it on the server.  Very strange.

Correct. Was only able to hit one and three.
Brought the rig home tonight to test another card.
We'll see how the connection does tomorrow when I take it back to work.
I'll complain again if I can't connect to any of them.
I still wonder what the H' was going on.
