That's probably due to using Apache virtual hosts. Can be perfectly normal... I have the same question, is it impossible to reach by IP?

If multiple domains are hosted on the same IP address, then they are split via virtual hosts. In that case, and if there is no default host specified when a client connects without specifying a DNS name, it won't know which virtual host to connect the client to, and error out. Connection by IP can also be purposefully disabled without hosting multiple domains on the same IP, but I'm not sure why anyone would want to do that.

Ok you are viewing this entirely out of FCC regulations which doesnt apply worldwide. Im refering to worldwide where people have homes (not refering to rural areas or ghettos) people still have home phones along with their cellphones and to go even further alot of elderly people in oldage homes only have homephones.
