why the price of Monroe falls in Bitcoin, while the dollar price is almost in place. With the rise in Bitcoin prices, one would expect that the Monero price at least remained constant, rather than falling.

People often like to purport that Monero will inevitably get banned. However, the new FinCEN guidance is basically inconsistent with that notion. From the CoinCenter article:

We believe that this is possible. Exchanges need to know their customers but they do not have a black letter law requirement to know the customers of their customers. In other words, a bank needs to know who you are but they are not obligated to know the name and address of people that you pay using cash you withdraw from your account.

You should just have to wait ten blocks or so and it will unlock. If it doesn't you need to rescan or restore wallet.

I have two tx over a year old that have status FAILED, my guess is these funds are still locked somehow?

It only scans the blocks after the wallet creation height though. Thus, a full wallet refresh should not take that long (even if your wallet is two years old). Did you manage to resolve your issue by the way?

Thanks. Yes, it's resolved. I did make a few transactions and after a day or so, suddenly the rest became unstuck, without any other restoring or resyncing from my side. Sorry for the FUD.
