Yes, by btc linked wallets, but the rules will be changed:
The 4th and subsequent rounds (yet to be announced) will follow similar rules, but the relative weight of bytes vs. BTC (i.e. which amount of bytes gives the same share in the new distribution as 1 BTC) in the 4th and further rounds will change and will gradually increase to 1 BTC=62.5 MB.  It will be selected to maximize the value of bytes and keep the speed of distribution in sync with the growth of user base and the actual use of the network.  The ratio 62.5 MB per 1 BTC is chosen so that the total money supply of bytes (1015) and the total number of BTC in circulation (16,000,000) are equivalent.

Does adding more byteball-hubs help the network process more transactions? Does a byteball-relay also help, but just doesnt store temporarily any private-messages like a hub does?

Just a little bit, as much as it helps distribute the load created by catching up nodes. 
What the hub/relay are more useful for is their help in propagation of new transactions and in reliability.

What you have now on the balance of your linked address(es) doesn't matter. You can do whatever you want with your bitcoins before and after the snapshot. The only thing that matters is what you have when the snapshot occurs (not what you have now).

It works fine on my end, this might probably be an issue related to your internet connection ...

is the amazon web cloud ok?

The download link points to the v1.3.0 Windows 64-bit exe from https://github.com/byteball/byteball/releases. What do you mean by "amazon web cloud" ?

Seems fine for me. I used it for an upgrade to new shiny version and worked a treat. If the mobile version gets a TOR update that would be excellent. Could run it through Orbot and that would provide good protection.
