After reviewing the case about "actmyname" I think he was banned by mistake, I don't think that they were asking people to post their addresses and asking for proof of participation should be OK only if the airdrop thread were posted on bounties. since all of those threads were nuked I can't recall whether it was in bounties or not, if it was in bounties then we could consider the thread as a signature campaign where people post their applications.

If that thread was on ANN board then a mod could've just moved it to the bounties board like every other thread being posted on wrong sections.
I would like for a mod to again review the case of "actmyname" please because I think there has been a misunderstanding.

We could say that they were airdropping for anybody supporting their project via social medias. kind of like what most of the ICOs and bounties do.
It was in bounties section and it was an airdrop asking for users to post the proof of authentication.

Specifically, you are not allowed to give people any incentive to post insubstantial posts in your threads. You can't offer to pay people who post their addresses, usernames, etc. You can do giveaways off-site and link to the giveaway page in a thread, but you can't give people any bonus for replying to your thread.

Similar threads are already restricted to Games and Rounds in the non-altcoin sections, but the giveaway-related post volume is so high in the altcoin sections that I've decided to just ban them entirely here.

1. Smerit limit per post. Earning merits is generally hard, which makes them valuable on this forum. However, some people receive 15 or 20 merits for a single post, while others have only 15 merits, which they earned slowly from different people and for different posts. I think it would be better to make it impossible to send more than 5 merits for a specific post by one person. So, if the post is really good, then it can earn about 20 merits, but those merits must be sent by at least 4 different people.
Nah, not required. There are posts that deserve way more than just 15-20 merits. And this can also be abused by giving merits to different posts of the same topic,thus nullifying the restriction.

2. Maximum 2 merits per post per merit sender in local boards. I think that people usually trade merits in small threads in local boards, because the moderation there is not as strict as in the English sections of this forum. If one can send 5 merits for a post written in English, I think it is fair that only 2 merits can be sent for a non-English post.
Please no. There are a few merit sources in the local boards, and there are a few good posts there that deserve more than just 2 merits, and it would injustice, for discriminating against local boards.

3. No Signature campaigns without escrows. I know that scamming on signature campaigns is not common, but why not to make it impossible? Most of legit campaigns escrow the funds anyway, so I guess making it a must should not be a problem.
Not required either, a few campaigns pay directly from their website to its users. Escrows have known to flee away, trust no one.

4. No Signature campaigns for projects with bad reputation. Betcoin.ag accounts had red trust on this forum due to the infamous jackpot scam, but they were still advertising themselves for at least a year after that incident. I think it would be fair to forbid scamming projects to advertise themselves on this forum.
Again no. Its up to the people to decide which campaign they are to join.

5. No ANN threads for shady ICOs. We all know the statistics on ICOs. While I find the general idea very appealing, the fact that most of ICOs are scamming people harms the reputation of the crypto market. I think there should be some requirements every ICO has to meet to officially enter bitcointalk.org. Among such requirements I would name an official website with a whitepaper, team and roadmap listed on it.
You can't determine between a shady ICO , almost every single ICO is shady. Though this might help to weed out the spammers, no one has the time to give a proper check.

6. Rank requirement for signature campaign managers. Sometimes people with zero trust on Member or perhaps even a Junior Member rank lead signature campaigns. I think that people need experience on the forum to be Signature campaign managers. They need to know what it considered good post quality and what is bad; in which topics participants should not be welcomed to post; which projects mainly prefer specific forum sections and childboards etc. It truly seems strange to me when a Member decides which Legendary members to accept to a specific campaign. From my experience they usually don't bother making hard decisions, so they simply accept the first ones who applied. Anyway, I suggest that only people with membership rank of Senior Member and higher are allowed to lead Signature campaigns. I guess we should exclude copper members here as well, but I am not sure about that.
You don't have to force members to be high ranked,inorder to manage campaigns. Some ICOs manage their own campaigns. They can manage campaigns, so long as they don't just let their participants to spam all across the forum.

7. theymos introduces official set of rules for the forum and guidelines for signature campaign managers. That's all we need. And fuck cloudfare.

OP, sorry for hijacking your thread, but one idea came to my head after I saw your post.
We have many useful guides - how to report posts, how to earn merit and similar. But we have some serious problems on Bitcointalk - multi accounts abusing bounties, copy pasters and account sales. Many users are doing it without any concequences. I would love to see if someone would make a guide about catching of multi accounts, copy pasters and sold accounts. I would really like to help to search for such users, but I don't know to do that. I only know about connected addresses and that's it.

Sold accounts: Just check in invitees and accounts.

Catching multiple accounts: Look for proofs like having similar names, similar registration timing, posting habits , post quality, unusual merit exchange, multiple accounts using the same addresses, participating in similar bounties and sending shitcoins from different addresses of different accounts to one main address.

Yes, it's the same as always. Currently there are 3 patrollers and 20 non-patroller local moderators. (I saw someone say elsewhere that all mods have jurisdiction over newbies, but this isn't true.) At some points in the past there have been more patrollers, but that's not necessarily indicative of a shortage.

I understand there was a newbie jail that only allowed newbies to post in the "Begginers & Help" section until they had made 5 posts and stayed logged in or browsed the forum for some specified amount of time. This might help reduce newbie spamming spree when reinstalled(or given a little tweak).

Limiting newbie participation is very harmful for a community. Newbie jail will never return: I consider the newbie-jail period to have been extremely damaging to the forum. When barriers to participation are too high, then the best people often just won't go to the trouble of joining, and the people who are willing to jump through the hoops are often people who aren't good for the community: people with nothing better to do, scammers, get-rick-quickers, etc. Having a permanent newbie jail policy would improve things a lot in the short-term, but would end up being a fatal poison to the community.

The low signal-to-noise is a real issue which seriously annoys me and is often on my mind. But as you mention, fixing it non-destructively is difficult.

There is a button on the upper left corner called patrol.(it can be activated in settings)
I thought it was for everyone to take a look at newbies posts and report them freely if they are spam.

Personally, I think this patrol button is an interesting idea, and who is willing to help can just report there.

Patrollers were(?) a thing from the early days, and I read somewhere that it was no longer available due to some reason. I don't have a link for it,it'd be great if someone could find it.

But I haven't heard anything about the patrollers in a while now. Do they still act as a role in the moderation staff?

If new global mods can't be hired, patrollers can be of a major help, to handle the newbie spam problem. And there's nothing to lose for the forum and staff worthy users can help the forum. Its a Win-win scenario. Thoughts?

In that case I'd like to suggest LoyceV, they are extremely active and interested in moderation stuff, they are actually doing a lot of job on behalf of the moderators. if you were looking for suggestions.
The rest is up to the admin whether they want to hire more mods or not. IMO we should grab people like LoyceV before they get tired and quit their good job at finding bots and spammers.

I appreciate the support guys, but like I said my reports get handled pretty quickly, and there's probably others which are reporting in better timezones. United Kingdom is a pretty well covered timezone from what I can gather.
I don't think this is about the reports getting handled, but about the distribution of work. There are boards (like Economics and off-topic) that have no moderators. So is why, I am suggesting theymos to atleast appoint volunteers.
