I think it is in the writing as well listed to bittrex can be done by the dev for 3 BTC and being listed to c-cex can be done by the community who support the coin through voting.

Exchange or not has nothing to do with a refunds or not. You can only request your funds back if there is something wrong with the coin, there isn't any rule that applies that you need to have a exchange. There are so many ICO coins that are still not on a exchange after several weeks.

So the plan for me has to look like this:

1) Define the 9% PoW before Friday.
2) On Friday communicating the decision to SJ.
3) Release the qt wallet before September 19th.
4) On September 19th the refund period will ends and no more refunds will be accepted.
5) Escrow Pays sig campaign.
6) On September 19-20th SJ will send us the info about the refunds to update our system.
7) Start the distribution
7 days after we start the distribution the funds will be released.
9) Launch the beta during October.

As we said before, we fully agree with this plan.

We are confident that some exchanges will list our coin in the first days, since most of them only ask for a (little) fee to be listed.

we have different opinion for the first time of course dev have responsibility to make their coin added to exchange, and for me Antshares traded in liqui is not real trade is only IOU trade, but until now i still have faith opair dev will make this coin listed in exchange
