The USSR was composed of Russia plus its unwilling captive nations.  Many of them willingly joined NATO.

When the Kremlin lost its grip on power, the other USSR members got out ASAP and eagerly embraced freedom.  Most of them still do, while in contrast Russia is sliding back into its nasty old habits of authoritarianism and foreign aggression to great domestic applause.
