For me, I think it may have a big possibility to become scam but you should also make own research or inquiring to the team because sometimes it maybe the development team of it is currently working on it and can't release it yet. Whitepaper is very important in making ICOs because most of the investors looking on that do have a full review on that project that encourages them to invest on it.

White paper is important, how can you trust such projects? With law enforcement actions and general awareness growing, outright scammers have it harder than ever! An ICO should have a white paper.  If in case there is no whitepaper,  then the project's credibility might me a question. So if you are into investment or a bounty hunter,  better select an ICO with whitepaper because there are information like development roadmap.
