Well if you can't read about what you're about to invest in, then why would anyone be investing? Sure it's not a problem if they have began the bounty campaign or something, and the whitepaper (doesn't have to be a whitepaper, would be even better if it's a comprehensive explanation of the idea and the way to execute that idea) is being worked on, but if the project reached it's timing for ICO and there isn't even a nice explanation of it, it's almost certainly a scam, and the one targeting not exactly the brightest type of investors. It might possibly be a bad organization (ICO planned for much sooner than it should have been) but what should one expect of a project with such a bad basics in the first place.

well it may not be a scam for sure but an ico without whitepaper looks scammy and shows at least in my opinion that the team behind it is not even set on what they want to build and what they want to achieve with their project other than to obviously sell some utility tokens through an ICO for me i wouldn't invest in an ico with no whitepaper no matter the hype behind it

I agree with your opinion. For me, whitepaper is one of the most important thing if project want to held an ICO. In this whitepaper, the substance is really complex that describe and give information about the project. Whitepaper help team and developer to attract attention for investor, so when investor read project's whitepaper, they can know some information about the project, the vision and mision, token allocation, target that project want to reach, and advantages that project can give to investor. With whitepaper can make investor interested with the project and invest in that project.

I've experience many ICO's without a whitepaper and they are definitely not a scam. Not rule it out just because of that.
There are many other things you should look at. Specially the dev team behind the project. Check twitter and discord too.
