A project without whitepaper will definitely seems like an unreliable and untrusted project because why? whitepaper generally includes detailed explanation as you said and how the project will work including technical analysis, solution and even formula that will be used to create a project.

Probably the ico is very honest, since most teams don´t follow the roadmap at all and are not able to deliver even half of it in due time. Else, it may be a cheap scam.

If the project is serious then making a whitepaper is mandatory, if there is an ICO without a whitepaper then I don't dare to follow because it has the chance to become a scam, choose an ICO that is clearly a prospect and a roadmap and of course all contained in the whitepaper.

I don't think that white paper is the most important thing in the project and in the ICO. But in my opinion the lack of white paper looks rather strange that the organizers did not make white paper.
