i think the ICOs without whitepaper will be 99,99% scam. the Whitepaper like a bridge which the project's team want to connect the people to their project, the investor will know about technology, product, or something which relate to the project. if  without white paper i think nobody invest to the project.

ICO usually is a new project and whitepaper is mandatory. Without it, no investors will be interested to join. It will different if the project that offers ICO is a well known and already well established company.

It is impossible, that the ICO's don't have a whitepaper because that whitepaper is so important to an investor, because they will read some informations, and all informations  about the ICO is in the whitepaper, so i think that the ICO without whitepaper is a scam.
