having a whitepaper means that the project has a vision without it, it means that they dont have a plan to have work it for a long period of time whitepaper indicates the purpose of the coin and with that it helps the team and the project to be introduce to the investors in the market so without it its either a scam or it will be an unsuccessful one.

I don't think an ICO without whitepaper absolutely means that it is a scam, although of course the majority are. It is mostly to say that with or without whitepaper an ICO can be a scam. However, there are promising ICO's that publish their whitepaper later. If you think that the ICO in question is promising then it inquire with the devs, ask them the question about the whitepaper

Normally coin developers should give as much as possible information about their coin to attract investors. Making ICO without whitepaper is just asking for money without showing their plans and future, I'm not sure if anyone will want to invest in that project.

I wonder what an ICO will be doing this time around without whitepaper, though it is not a prerequisite for success or scam, but a lot of credibility is attached when the whitepaper paper is developed and it gives a better idea of project details and plans

Well, I don't think someone like me can do such a project, a project without a whitepaper.How do I  check their details?,how do I confirm necessary details about it? I may not really conclude such is scam but it cannot be trusted and I cannot waste my precious time and effort on such. It doesn't look professional as far as I am concerned  ,looks dubious and at the end, one may regret doing such project .If it fails eventually one will have to blame oneself .to me it's not worth doing .i do not advice anyone to go ahead with such project...

I think it's very risky to believe in an Ico project that doesn't have a whitepaper, because the whitepaper is a basic tool for understanding the Ico project.

Wouldn't invest in a coin who can't even be bothered to write a whitepaper, thats the least you can expect when they want millions of dollars.
