I don't know how it can be useful for the site to set an interval between reports. For posting it can be useful against spammers but to report? I don't think there are users joining Bitcointalk and spamming the report button.
It is definitely useful.You know the spam bots which are created to open trash topics on bitcointalk can also be programmed to use that Report to Moderator function which is a bit heavy operation on the server end.If 20 such bots keep using that function over an infinite loop, it would not only clog Moderators reports view but load the server unnecessarily.

Hence the restriction applied to anything that is going to result in an action which GET/POST data to the server totally makes sense.

The thread title is really interesting, I expected to see some unexpected accounts tagged as his alts but..
First let me say that I spent hundreds of hours yesterday going over the history of notable figures from the past.  Compiling thousands of petabytes of data and comparing them to digarans history.
Why? He already has a negative feedback and people barely take his opinions seriously.You should have stopped beating a dead horse.

If that's not enough for you (although I can't imagine how it wouldn't be) then we should look at Pirateat40's avatar, it has the number 200 in it.  Doing some simple math we find that 5 days less than 3 years is 1090 days (assuming no leap year!) and of course if we subtract 890 from 1090 we get the 200 depicted in Pirateat40's avatar.
Ok so at this point no one can argue with the math, but maybe we need one more??

In all the petabytes of data I scraped I couldn't find a single reference to either of those 2 accounts ever changing email OR password.

I could go on, but I think I've presented a super solid case.  

On a slightly related side note I am going to give Pirateat40 green tag because he never tried to abuse his trust to me.
WOW, that was totally worth the (100)^(e-n2-1) hours you have spent on the case.What you call simple math could be used as a theorem to find alt accounts on bitcointalk when the fraction is as complicated as digaran.

Considering the history of YoShit I wouldn't be surprised if your account is blocked/frozen/deleted or have the coins stolen.If you search YoShit with keywords like "scam", you will know how fucked their service is. Remove your coins while you still can.

Recently while transacting some of my bitcoins from my xapo account I saw that now the transaction is not instant but the xapo team will confirm the pending transaction to be initiated after that the transaction will take place.
For me it not took much time but a few minutes.

For some people it is a more security as they will be more secured from hackers while some people do not like it and for them it is a headache.

What is your opinion about that system in xapo?
XAPO is supposed to be a wallet right? Why the fuck would you like someone to confirm the transaction that you are broadcasting from your own wallet? I don't know what type of bitcoiners use XAPO as a personal wallet but the clearly have failed to understand bitcoin.

If it was still 2015 sure. But, this isn't really an accepted thing to do anymore, and I would of thought they would of known that they wouldn't be able to shift this on if the loan was defaulted. I know they state that it was defaulted on a few years ago, but the only thing that matters is that they are trying to sell it now.
What should be done with the account then? Can you suggest an alternative which doesn't promote account selling and also gives seller some coverage over his loss? I don't encourage account sells either.

At the very least the account being sold needs to be revealed to the public so that negative feedback can be left for the defaulted loan. Because, at the end of the day even if an account changes hands legitimate or not, they need to be left trust according to their history.
True.Like I said if revealing in public is a concern then the account should be revealed to a DT member who will leave a neutral/negative trust as per his choice.

DT members - rules are for everyone, not only for few people!
Every matter should be looked at on case by case basis.While I agree account sales encourage spam/scam but when the account is already tagged with a neutral trust, a sensible member wouldn't take that account seriously.DT members don't enforce any rules, they simply tag stuff they find shady. This is just what I think, maybe Lauda will tag the account? Who knows?

You should ideally be using exchanges unless you really want to go through the trouble of finding escrow and make sure everything goes smoothly.There are a list of forum escrow as mentioned in the link here
It all depends on the amount involved and the escrow available at the time of your deal. Having said that, don't fall for that list blindly, do your own homework.

It's all subjective.Most of the websites mentioned have country based restrictions and if you end of buying from there, your account will be locked.So don't blindly fall for the suggestions mentioned below,do your own research.
Maybe ask your peers about the famous exchanges in your country and what they find reliable.I would recommend localBitcoins but again make sure they have a good reputation in your country.
