Since you generalized it by mentioning cryptocurrencies, as opposed to BTCitcoin, then we already have a "bunch" of them with centralized natures but to answer your question, "YES" and that's one of their main objectives.

I think it's safe to say that's not going to happen with most of them ^{[with the exception of a few]}.

It seems great but because of the following parts ^{[+ difficulty adjustments]}, I think it's a bit tricky and in the end, the difference might not be much ^{[don't quote me on that one]}.

Unfortunately, it won't last forever. If the value of BTCitcoin rises again for another week, it'd probably lead to more people ^{[mostly outsiders]} using it for the wrong reasons, and that "always" leads to higher fees ^{[both intentionally and unintentionally]}.
^{- On each of the previous ATH moments, we had to deal with outrageous fees and if it keeps going up, I expect the same thing to happen.}
