There are rumors that the T20 World Cup will be shifted to Dubai, if the COVID 19 situation doesn't improve in India. I believe that this is a good move. I would even say that the ongoing IPL should have shifted to the UAE, as many of the players were forced to leave the tournament in between due to issues with bio-bubble. The tournament is scheduled to begin on October, so the ICC needs to make a decision very soon.

The Board of Control for Cricket in India (BCCI) has kept UAE as a backup venue for the T20 World Cup - scheduled in India between October 18-November 15 - if the pandemic situation does not improve in the country. India reported 379,257 new infections and 3645 new deaths on Thursday as that country's health crises worsened.
Already netizen criticizes on the ongoing IPL, but The Board of Control for Cricket in India (BCCI) will continue the popular franchises tournament any how. However, event like T20 World Cup won't take place in India with current scenario. T20 World Cup is in October November and I believe the situation would be in control till then. Meanwhile, the proposal of backup venue necessary. But, BCCI still look forward for playing in India.

On the one hand the  foreign player are leaving for their country in middle of ipl and other hand netizens are criticizing cricket board for continuing IPL in this worse covid situation so it's quite possible that T20 World cup might happen in UAE.
I also think other countries Cricket Board will be quite unhappy if T20 World Cup going to happen in India.

It is a serious thing to think, i have seen the new coverage like people are cremating in huge numbers and they do not have any records on how many people are affected or hiding the facts about the number of death. It is really pathetic and the i have seen criticism as well about conducting a tournament when people are suffering for basic things like oxygen and medicine.

On the other hand it is the only way to entertain people when there are no other entertainment. The only question is if the IPL is making things worse in the situation in India and i highly doubt that anyone would say yes.

The situation may improve by October. You may be right. But I am afraid that it may not improve to a degree so that biosecure bubbles won't be required. Also, I don't think that fans will be allowed in to the stadiums. Under these circumstances, it will be better to move the tournament to the United Arab Emirates, because I heard that a majority of the population there have been vaccinated against CoVID 19. And the ICC will benefit from low tax rate as well (actually zero taxes).

It is just our expectations that the situation would improve by October, last year i had the same feeling when everything went downhill and i was expecting the world to be back to normal in a few months and we now almost over one and half years and yet some of the countries are struggling with the second wave of virus and people are dying in the streets.

If the tournament can be conducted in the UAE safely so be it, we need some sort of sporting events to fall back and place some bets and hopefully we will see the World Cup as scheduled.

The reason why UAE is regarded as safe is because they have a vaccination rate of above 50%, and the number of new reported cases are very low. Apart from the UAE, England is another cricket playing nation which has achieved more than 50% vaccination rate. But I don't think that the ECB and the BCCI will be able to reach an amicable revenue sharing agreement between them for the T20 World Cup. The advantage in conducting the tournament in Emirates such as Sharjah, Dubai and Abu Dhabi is that there are no taxes in that country. The ICC needs to pay for just logistics and labor costs.

BBCI will never agree to schedule IPL in England, I am sure they will go ahead with UAE. Since UAE was able to conduct the last IPL without any issue it will be again easy for them to conduct the rest of IPL this year too. What I do not understand is why BCCI is delaying its decision when it knows it does not have many options available. Are they contemplating the possible cost or is there anything else that is stopping them?

UAE makes perfect economical sense. England or Australia is out of question, because the expenses are way too high. On top of that, the BCCI don't want to share the revenue with these boards. If I remember correctly, South Africa hosted one season of the IPL and that was a grand success. But right now South Africa is also out of contention, because that country is undergoing a third wave of COVID 19 infections. So for now, UAE is the only viable option left on the table.

@Sithara007 I’m happy for those teams that’ll get a chance to participate in the World Cup, because World Cup is a precious tournament and I can understand why they wanted to be a part of it. However I don’t think many player’s will be happy, as it’ll increase their playing time, and I’m keen to know what the player’s think of this new format.

Being able to play in the World Cup is honorable for all the players. Under the new ICC rules, many smaller teams will have the opportunity to participate in the World Cup. As a result, the players of the teams will get a chance to prove their abilities. And teams like Zimbabwe Ireland will be saved from losing.

The players have welcomed the announcement and it is the businessmen who are not happy. If you want fewer matches, then you need to follow the format that was used for the 2007 World Cup. But the BCCI are afraid of this format, because they failed to qualify for the second round in 2007. When other sports are increasing the number of participants (football world cup now has 48 countries, up from 32), I don't understand the mentality of a section of administrators to limit the number of teams in cricket world cup. The current format of 10 countries is not a real world cup. How can a tournament having just 10 teams be termed as a "world" cup?

What New Zealand did today is not acceptable and they should be held accountable for that by ICC.

Rameez Raja has a very clear stance on it and i think we as a nation should boycott Cricket relations with New Zealand unless they agree to play the full series in our country.

@UmerIdrees it’s a delicate situation for Pakistan, because if ICC finds favour in New Zealand’s merit then many other teams that were traveling to Pakistan will also cancel their tours. Also boycotting is not an solution, they should work with New Zealand and see how they make it mutually beneficial maybe play more games at a neutral venue, because gaining some revenue from this series is better than losing it all.

I don't think that the PCB should expect a favorable decision from the ICC. The pig 3 (BCCI, ECB and CA) will be solidly supporting CNZ. Although it was unethical to pull out of the tour at the last moment, CNZ do have a valid reason for doing that. Now the question is whether the ICC will try to pacify the PCB by offering some financial assistance or an offer of playing the series elsewhere (UAE?). The first one looks unlikely as of now, since the ICC is short of funds at this point due to the pandemic situation.

The Series won't be shifted to anywhere because IPL is around the corner and the focus is on IPL.

By the way, there was no security threat in Pakistan, but New Zealand had a losing threat and they opted out.

I am surprised that you are still thinking that ICC would favour PCB. Nothing of that will happen now, they are busy preparing for the T20 WorldCup and moreover, except BCCI, ICC does not favour SENA boards. They will always favour CNZ as you cannot question security threats for players. CNZ should come out with a proper response as what they did was very shameful.

Nothing is guaranteed right now. I don't know which direction the ICC will tilt. Do you remember what happened during the 2003 Cricket World Cup? Both Zimbabwe and Kenya were awarded points (through walkover), after England and New Zealand refused to tour these countries due to "security threat". And back then New Zealand failed to qualify for the semi-finals just because of this. So will the ICC penalize New Zealand this time also? But times have changed. And 2003 was during the Dalmiya-era, when the pig3 didn't had much power.

Yes, the things have changed in these 18 - 20 years. ICC was very fair back then and there was not much influence by the BCCI or ECB.
I think ICC won't take any action on it and this give courage to big nations to keep repeating the same actions for their own benefit.

ICC was more or less unbiased during the pre-2004 years, and this was the time when the pig 3 lobby took over the ICC. Actually the politics within the ICC closely follow what happens in India. 2004 was the year when the UPA government came in to power in India. The BCCI was taken over by the Sharad Pawar / N Srinivasan gang. They gained control of the ICC very soon. In 2014, UPA was kicked out of power and the NDA government was elected. Immediately there was a change in the BCCI/ICC. Srinivasan was replaced by Shashank Manohar, who slowly reduced the power of pig 3. But still, I don't think we'll ever go back to the pre-2004 era.
