But only time will tell whether their big plans will get realized or not.

I am explaining this to you. Mainly because of slow over rating, such a decision can come. In every match, CSK bowl two to three overs more than the allotted overs. Because each telling ball actually makes several no-balls, including multiple white balls. And especially when a fast bowler comes to bowl with a concept of 10 plus runs per over and bowls two or one wide ball in the over, then that over takes more time than the scheduled time, as a result of which the overall match is seen as two to three overs more. 
Dhoni himself has expressed regret about this.

Umpires usually give on-field penalties due to slow over rating, which is that if a team suffers a slow over rating after the power play, the umpire is forced to field four men instead of five outside the circle.

However, if this type of incident continues to happen regularly, then the captain of that team will be fully punished. He will be released from the captaincy.

There is no end to the diversity of laws in cricket, this time there is a combination of multiple legal diversity in IPL. Slow over rating means if the over is not completed within the specified time, the entire team including the captain is penalized and the captain has to pay a fine of 30 percent of the match fee. Now that method is not after the match but during the match the penalty should be calculated. If the over is not completed within the specified time, the fielder must be fielded within 30 yards with one player less. This is the penalty for slow over rating during the match. It is still unknown to me whether the captaincy will be subject to a ban for the next match if multiple mistakes are made in a row.

It can be said that Saudi Arabia is starting to make proper use of its natural resources. So far they have not taken any big initiative. Despite being financially prosperous, they did not see any such action. But now they have learned to realize that not only depend on natural resources. I actually have a little negative take about this. I did not like them relaxing the rules just for Western people to visit their country. If you tolerate everything, you stand for nothing.
We have seen in the past that they have stood very strong about their rules and regulations. I would have liked for them to stay that way. But it is also understandable why they did this.

Are you saying that the IPL will penalize Ms Dhoni and may force him to sit outside for slow over rate ? or are you saying that CSK will be dropping MS Dhoni as their captain permanently because of the bowlers he has. This is a good thing for the associate nations players, in my opinion. They will be able to improve their performance and also use that experience when they play for their home country.

Of course, BCCI is going to ban their players from taking part in various tournaments that does not make them money directly. That’s because they think of themselves as some premium product that everyone has to buy to see.

I am quite sure that the players who will actually go oppose the order of BCCI and try to play in these types of leagues, will not have any chance to play for India, or even in the IPL. I absolutely understand why, India thinks of doing that. But on the other hand, the player pool of India is really big. The players who are currently not actively playing in any Indian tournament, namely, IPL, or the national team, should be given a chance to play in other leagues in my opinion. Personally, I actually believe that there will be some problems for Saudi Arabia because they themselves don’t have the best players to attract spectators. And that would mean a large number of foreign players in each team. I think there is not going to be any restriction on the number of foreign players on the team. I believe it is going to be probably even 11 players, 11 foreign players in one team.

Anyway, even though I know that the relation between India and Saudi Arabia is currently good, I don’t think BCCI is actually going to help Saudi Arabia with anything when it comes to this Saudi cricket league. But another thing that can happen is, when it is the season of the Saudi cricket league, India will help them, and when it is time for the IPL, Saudi Arabia will also help India. Though I am not sure how that is going to work out.

This is actually a very good step towards saving the environment. I think this is certainly a good and genuine thought. Saudia Arabia Is a strong country and its league will definitely make alot of name in cricket world Arabs have alot of tendency to make their words real.
In my opinion Indians and Saudis will eventually end up together for growth of the cricket in Saudi Arabia. 
Indians have alot of skills as far as diplomatic relations are concerned.

The problem is that the market for cricket is already saturated. IPL takes away 3 months every year from the calendar and then there are bilateral tours by the Indian team and the ICC tournaments. There is simply not enough spare time available to accommodate the Saudi league. And the BCCI is not that stupid to allow the Saudi Arabian Cricket Federation to take control of the Indian market. It will negatively impact the popularity of the IPL, and in turn the BCCI revenues will nosedive. So in all probability, the Saudis are going to pour tons of money in to the new league and they are not going to get anything in return.
