So only new users don't have any merit points and have to earn them? Pre-existing members are fine? If I send merit points will they come off my current 500? -Merit (Dislike) is necessary too.
This would be a good idea to give to people making very poor posts or threads.

This will prevent spamming and account farming as it would take way too long for someone to rank up their accounts and too much effort. I think we'll see a lof of worthy changes and a lot of accounts being left to rot now.
The only problem I see with this system is hoarding merit points and the same people over and over getting points. It would probably be beneficial if someone put a post up on what to merit people for and what not too.

I fully understand and appreciate the concept of the Merit system.
But i also think that it's going to hinder the genuine people that post in threads that will not get merited because people either don't want to merit or they just cannot be bothered to use the system like that. which then in turn will take them an age to rank up.
would it not be more beneficial to add like/dislike buttons or potentially a up/down voting buttons that can then rank members up or down?

The number of users who are "Merit sources" is likely to grow in the future. Every member needs something about 14 merit for period, something about 30 merit in month. It gives us 16250/30=542 members who can get amount of merit they need. That's really low number: there is more than 15K of Full Members for example. Even if only 10% of them are active, that's 1500+ accounts, 3 times more the system can support. And this is Full Members only. Users will have to compete for Merit points, and only the best posts get to earn them. That's not a bad thing, the majority of all users has a very low post quality, partially caused by account farmers who create many accounts. It is a good think that not all of them can become Full Member anymore.

There are also ways to farm Merit Points so the Mods/Merit Sources have to be careful, here is just a scenario: You create 10 accounts, then you start spamming with all 10. You report all the spams accounts you created from your main account and there you have Merit points for reporting spammer. There always be someone trying to cheat the system unfortunately, so Admins and Mods have to be aware of this.
Did I miss something, Is there Merit reward for reporting spam posts?

No, it is not going to do that. Unlimited votes and newbie accounts having the power to vote would just lead to abuse. We don't have enough moderators to fight spam, who is going to control all the votes? I think Lutpin has explained this at least one hundred times You have Merits, those you cannot send. You also have sMerits, those you can only send, they have no other purpose.
When someone gives Merit to you they lose sMerit of the amount transfered and you gain Merit as well as sMerit (which in case you can send again).
Example: Should I send 10 Merit to you for a post, my sMerit would decrease by 10. Your Merit would increase by 10 and your sMerit would increase by 5.
Merits are exclusively earned, but the sMerit part you also get keeps the circulation flowing.
(Ignoring merit sources here, for the sake of making an easy example.)

Where did you get that information? I didn't read anything about earning merit points by reporting some posts to moderator but if that is true then your given scenario will likely happen in the coming days

If what you want is better posts ,just get rid of gimmick accounts ,delete useless posts...get more mods . I'm excited that finally bitcointalk add new features , actually I'll more excited if they add more security feature to protect our account , as I know that it's need Activity + Merit to rank up , actually I just need 2 activity and next wednesday I'll rank up to Sr Member , so sad now because it's look like fresh Full member and start earn again 150 Merit to rank up .... anyway I still like this feature to reduce account farming (no more newbie because of hard to rank up) By the away , I just found that a thread start trading Merit in my local board (Chinese) , 1 Merit = 10 CNY and chat with QQ

A mod will clearly not check every thread post by post, It's also worth mentioning that users don't even do their part for reporting spam. This has nothing to do with less stakes, I'm pretty sure theymos never participated in these bounty campaigns. The value of accounts may increase but spammers gonna spam and will eventually get banned, as for those who are high quality posts then there is no need to buy an account in the first place, right?
