If 2024 is Biden vs Trump, Biden will be the favorite once again with more bipartisan support than any other president in modern history.  Biden will still have a low approval rating and still win more votes than any other president in modern history.  They won't really be votes for Biden though, they will be votes against Trump.

Well, when you do not listen to experts, and you do not calm down the public about the situation and just increase the divide and cause hundreds of thousands of people to die... you tend to lose elections. Locking down the entire nation, having a social distancing rules, and mask requirements, all should have been not just a rule at that moment but encouraged as well.

If you end up making it look like "well, we are doing a lockdown because that's the right thing to do but we are going to act like we didn't want it and it's horrible and such" will end up making your voters hate it even more.
