No, APW3 and APW3+ does not work with 110V, so that is a crappy advice. You might want to consider one of the following PSUs when you have 110V: -Bitmain APW5 -HP DPS-1200 with breakout board and PCI-E cables ( sidehack here at the forum has these ) -EVGA power supply.

Actually Bitmain Warranty has a repair service location in Denver, Colorado.
I've never heard about any Los Angeles location.

Antminer R4 is a silent miner model. Other miner models: you need to be able to underclock it to achieve lower noise level.
And yeah, there are no R9's or R7's, you must be talking about Antminer S9 and Antminer S7.
edit: Oh yeah whoops, S7-LN is a silent miner as well, of course.

DON'T MINE WITH A LAPTOP. This has been mentioned here at the forum like thousand times. It is not a sensible idea.
Get some proper low-cost desktop PC with high-end GPU cards and look for altcoins like Ethereum, Zcash... and maybe compare them with Nicehash mining.

No, you won't save any money by going down that road.
You should also see how much it costs for you to run the miner and then estimate if you can make ROI on any miner model by using Bitcoin mining calculators found online.
You will need a lot of reading before you fully understand everything related to Bitcoin mining, but it is not rocket science.
There are lots of information available online and here at the forum in existing threads.

You don't buy the PCB without heatsinks, control board, fan and everything. That's stupid. Also thinking about refridgerator is stupid. Cooling is all about air circulation. Cool air in and hot air out. Find a whole miner plus PSU and then introduce yourself to the specific tutorial. Can someone please recommend me an ATX power supply on US 110v and how you safely get 9 PCI plugs out of one?
I would go with EVGA. https://www.evga.com/products/product.aspx?pn=120-G2-1000-XRThis has 8 PCI-E power plugs, so I would also get a well made PCI-E power splitter to have power for the controller board.

This pool is pretty much dead, so folks it's time to move to another pools. This pool cannot be operated with a absent pool operator. I'm sad to say this as a ex-Eligius miner.

Litecoin is based on scrypt algorithm. Scrypt mining today is pretty much only viable with ASIC hardware, like for example Antminer L3, A4 Dominator (Innosilicon)...
Also this is not about Bitcoin mining, so this belongs to the altcoin section.
