Cloud mining services aren't considered as regular mining and so it belongs in Marketplace (Altcoins). It's a company providing a service to you (that service in this case being allocation of mining resources to your account) or an investment where you give money in exchange for a part of their mining revenue. This is especially the case when no stats of actual mining can be seen.

Such rule is already in place in the main boards' Mining section. General discussion about cloud mining still belong here
