Maybe this guy was buying IONs to invest in a Community Node.. Spend some of them IONs in an community funded project which captures the advantages of block rewards of a Masternode.

Also worth mentioning that the esteemed bagholders have zero-fee trading (you need to have a certain number of xpybits/atoms/electrons/or some other trinkets for that) so creating any kind of volume isn't a problem EVEN IF WE ASSUME that the exchange itself is 100% kosher.

On the other hand the amount of free coins pooped out by prime controllers every day is ~8 BTC, perhaps a bit less if the network is still "breathing" slower than it should. So it's possible - amazing as it may sound - that some deluded individuals are actually buying up the daily dump. I can't think of any plausible reason why anyone would do that though.
