Lots of WO regulars in this list. Yeah, I fully expected that. As someone who no longer day trades to any meaningful extent, I generally don't have much interest in speculation, technical analysis, or the like. The few times I have ventured in to WO, I have never felt like I had much to contribute, so now I generally don't bother. It's never seemed like somewhere that is particularly short on merits though, and if many of these "top merited users" are WO regulars then that's probably an accurate estimation on my part. Feel free to correct me if I'm wrong though - would be happy to send some merits that way if you think some deserving users are going unrecognized.

I think that this definition "spam boards " is bit harsh. I try to avoid some boards such as altcoin discussion by posting altcoin discussion topics in beginners and help for example, but I can't do that always. Even in spammy boards we can sometimes find good posts (like altcoin discussion and economics)
Certainly there are more quality boards such as those mentioned (technical support etc)

It's just an example by suchmoon and doesn't really mean anything. If someone wants to find people who have never posted in Altcoin Discussion for whatever reason, then so be it.

This thread is about improving merit distribution and not so much about individual reputations, so I believe Meta is the place for it but if mods want to move it that's fine. Not sure which definition you're talking about. Users can request any filters they think would help them find good content. Sure there is some good content everywhere but when resources (time or sMerits) are limited you gotta choose where to spend them.
Speaking of which, I'm still trying to come up with criteria without relying on existing merits (improving on example #4 in the OP), i.e. finding the elusive never-merited good posters. Here is what I'm thinking: - User who made at least 50 posts in the last 6 months (just to eliminate some throw-away accounts)
- Excluding posts on Bounties and Press boards (any other completely useless boards?)
- Excluding posts shorter than 100 characters (not sure about this one)
- Has to have quoted someone at least 10 times (to show engagement in discussions and not just drive-by spamming)
- Never received merits
Any other ideas?

Your existing criteria would generate way too many spammers who pick a megathread in Gambling/Altcoin/Bitcoin Discussion, pick a random post to reply to and basically repeat the same points. Alternatively/additionally, exclude those who have posted in more than 7 locked threads in Gambling/Altcoin/Bitcoin Discussion since those are spam megathreads 90% of the time. Only issue with the first part is that it would exclude people who post in various sports threads such as the Serie A discussion thread or EPL discussion thread which have valid reasons for being megathreads.

How about minimum of 5 or 10 minutes between posts, which would help to exclude post bursters or bots having fake conversations with each other?
I would also exclude posts made on Off Topic and Archival. Maybe also exclude the marketplace boards? There are an awful lot of newbie accounts which only exist to post likely scams on the marketplace, and there are also a lot of sockpuppets created to give fake vouches to these scams.
Also exclude banned users as best you can.

Gotta fight global warming as well as shitposters. Hahahaha You don't like WO. It has been my favorite thread since I came here in early 2014. I am a little embarrassed to admit that I barely ventured out from that thread in my first couple years of forum membership. Yeah, I agree that there is a bit of a lax merit sending practice in that thread, but if any member is actually interested in bitcoin discussion from largely a bitcoin maximalist perspective, there tends to be a decent amount of content there, too... albiet could take a decent amount of time to sort through some of the side topics, and some of the members tend to make long posts about bitcoin related matters there, too.
