oday Congress looks at a resolution calling for a pro-Bitcoin national policy.

The bipartisan H. Res. 835, which was introduced in July by Rep. Adam Kinzinger and co-sponsored by Rep. Tony Cardenas, will be before the House today. Coin Center supports this resolution. We believe that this type of formal articulation of a pro-innovation policy is essential to guaranteeing America’s long term competitiveness in the open blockchain industry.

In recent years, various nations, and the United Kingdom in particular, have taken significant steps to provide a more welcoming home for technologists and fintech firms. Many in the press have identified this growing gap and have warned of a coming exodus of innovative companies. This is a particularly dire state of affairs for American fintech competitiveness given two troublesome structural features of US financial regulation not present in the UK and other nations: our federalist patchwork of incongruous and overlapping state money transmission regulation, and the rules-based rather than principles-based approach pursued by most regulators in this space. These two structural issues are not a product of mistakes or miscalibration by any particular legislature, agency, or governmental body specifically; they are features of the larger historical landscape of financial regulation in the US. A landscape now overdue for pruning.

Unlike Clinton's portfolio, in which all of the holdings ended the week in the red, Trump's portfolio did have a few gainers.

The Bitcoin Investment Trust (GBTC) was the biggest gainer, climbing 14.87% to $92.01. The price of Bitcoin has climbed recently, largely driven by bullish market sentiment on the cryptocurrency and low liquidity.

"While it's still possible the SEC will reject the Winklevoss Bitcoin ETF, it's far more likely it will be approved. And the SEC must rule one way or the other by March 2017."

Läuft das ab 2017 auch wie bei Benjamin M. Lawsky in mehreren proposals? Oder ist ein Endergebnis zu erwarten?

A new NYSE-traded Bitcoin ETF is about to give the Winklevoss Bitcoin Trust a run for its money. It’s called the SolidX Bitcoin Trust and its S–1 was filed with the SEC today. The most interesting contrast between the two proposed funds is what happens if their bitcoins are lost or stolen. In its S–1 filing, the Winklevoss explained that:

The Trust will not insure its bitcoin. … Therefore, Shareholders cannot be assured that the Custodian will maintain adequate insurance or any insurance with respect to the bitcoin held by the Custodian on behalf of the Trust. Furthermore, Shareholders’ recourse against the Trust, Custodian and Sponsor under [New York] law governing their custody operations is limited. … Consequently, a loss may be suffered with respect to the Trust’s bitcoin which is not covered by insurance and for which no person is liable in damages.

In a recent filing with the SEC, the fund’s Bats Exchange explained that:

The Custodian has evaluated different insurance policy options and determined not to obtain coverage at this time due to insurers’ lack of understanding and sophistication with respect to Digital Assets, which has led to a thin marketplace of policies that are (i) not priced in an actuarially-fair manner and (ii) don’t properly model relevant loss vectors. Unfortunately, an efficient and effective marketplace for bitcoin insurance has not yet developed.

Despite all that, in its S–1 filing today, SolidX reports that it has secured insurance for its bitcoin holdings:

The Trust will maintain crime, excess crime and excess vault risk insurance coverage underwritten by various insurance carriers. The purpose of the insurance is to protect shareholders against loss or theft of the Trust’s bitcoin. The insurance will cover loss of bitcoin by, among other things, theft, destruction, bitcoin in transit, computer fraud (i.e., hacking attack) and other loss of the private keys that are necessary to access the bitcoin held by the Trust.

Bitcoin Technology Harnessed to Push Electricity Revolution
September 13, 2016
The need for such speed? Utilities are shifting away from a century-old arrangement where they monopolized both supply and distribution. Now, independent wind- and solar-farms are feeding into power grids in short, sometimes unpredictable intervals that require transaction systems to be more nimble and decentralized. Utilities including RWE AG in Germany and Fortum OYJ in Finland are looking to blockchain technologies to do just that.

Blockchain has already secured a beachhead in industries ranging from finance and insurance to car leasing and music streaming. It’s turned into a craze on Wall Street, with firms such as JPMorgan Chase & Co., Barclays Plc and Wells Fargo & Co. researching how to use it for trading. Energy is next on the horizon.

“I see it as complimentary to renewables,” said Michael Liebreich, chairman of Bloomberg New Energy Finance. “The old system of a few big power plants and vertically-integrated utilities didn’t really need blockchain.”
In Germany, RWE has been testing blockchain for electric-vehicle charging and on a platform where consumers can trade green energy independently of utilities.

“Our hypothesis is there will be a machine-to-machine economy in which machines carry out transactions among themselves,” said Carsten Stoecker, who heads blockchain research at RWE’s innovation hub. “Decentralized internet technologies like blockchain will become the transaction layer for this.”

The First and Last Word in Money: How Bitcoin is more like Ancient Sumer than the Federal Reserve
09/13/2016 02:06 pm ET
The newest forms of money - bleeding edge, blockchain-based cryptocurrencies - look a lot more like the oldest forms than anything that appeared in the meantime.

The origins of money

Whilst money has taken diverse forms over the millennia, humans have always gravitated towards gold and silver. Attractive, scarce, malleable and resistant to corrosion, they have been a default at least since Sumerian times. David Graeber, author of Debt: The first five thousand years, notes that some of the earliest written texts establish a fixed exchange rate between silver and barley: effectively a silver standard. Money may even have arisen in the huge and elaborate temple complexes of the Ancient Near East as an accounting tool to facilitate payments for labor and much else besides - rather than being a development used to address the shortcomings of a barter economy, as a competing theory holds.

The Rise of Free Money

Seigniorage and the inflation that frequently accompanied it had the effect of transferring value from the end users of money, ordinary people, to those who created it, the state. Far from being a simple, decentralized technology - it may seem strange to call the use of pieces of precious metal as a medium of exchange for goods and services ‘technology’, but the impact cannot be overestimated; this truly was fintech, 5th millennium BC-style - it became a means to wield power.

SEC Delays Decision on SolidX Bitcoin ETF

SEC Delays Decision on SolidX Bitcoin ETF

The deputy secretary of the SEC has pushed back the date to approve SolidX’s request to list a bitcoin ETF on the New York Stock Exchange.

Typically, the SEC has 45 days from the time an application is filed in the federal register to approve a measure, but as we learned last month from a similar application[1], that timeline can be extended significantly.

In line with this, SEC deputy secretary Robert W Errett pushed back the deadline to approve the SolidX bitcoin ETF from 16th September in a notice[2] published to the federal register last week.

Errett wrote:

“The Commission finds that it is appropriate to designate a longer period within which to take action on the proposed rule change so that it has sufficient time to consider the proposed rule change.”

The rule change that could result in the first bitcoin ETF on a major stock exchange was published[3] for comment to the federal register on 2nd August, and the Commission received no responses.

The race to the finish

The situation closely mirrors what happened in August when the SEC made a similar decision[4] regarding the application submitted by Tyler and Cameron Winklevoss to list the Winklevoss Bitcoin Trust on the Bats exchange.
